Council approves major development plan to deliver new homes and boost local economy

West Lancashire Borough Council has approved the updated Business Plan submitted by Tawd Valley Developments Limited (TVDL), its wholly owned development company. 

The revised plan sets out an expanded programme of regeneration, housing and economic development across the Borough, aligned with Council priorities and designed to deliver long-term financial returns. 

Key additions in the newly - approved business plan include the following proposed schemes and services: 

Grimrod Place, Skelmersdale: Development of eight new business units for long-term commercial rental, supporting local enterprise and job creation. 
Yewdale, Skelmersdale: Delivery of 25 new social rent homes, one of the first schemes to emerge from the Skelmersdale Town Centre Masterplan. 
Derby Street Civic Centre Redevelopment: Demolition of the existing council offices and construction of 64 new homes across two apartment buildings. 
Consultancy Services: TVDL will act as Master Developer and Project Manager for:
The Skelmersdale Town Centre Masterplan 
The Council’s Accommodation Strategy (both approved in April 2025) 

These additions bring the total number of schemes in the Business Plan to 20, with a combined forecast development cost of £164 million. The programme aims to deliver 680 new homes, 59 business units, improvements to the public open spaces in Skelmersdale Town Centre in support of the recently approved Masterplan, and a Solar Farm.

West Lancashire Borough Council has approved the Maryvale housing development, marking a key milestone in the delivery of high-quality, affordable homes for the Borough. 

The scheme will use a shared ownership tenure which will enable eligible applicants to take their first steps onto the property ladder.  

By offering a more accessible route to homeownership, the Council is committed to creating inclusive communities where people can build secure, long-term futures. 

The scheme will deliver 29 new homes, including six two-bedroom, 18 three-bedroom (three of which include garages) and five four-bedroom homes. 

This development is the second delivery of shared ownership homes by the Council and Tawd Valley Developments and the first to be delivered in Skelmersdale.  

Shared ownership provides the opportunity for those with aspirations to own their own home to purchase a share of a property. Over time, purchasers can increase their share in the property with the goal of outright ownership.   

Construction is scheduled to begin in the coming months with completion currently anticipated in Spring 2027.

All homes will feature modern, energy-efficient amenities, including A-rated gas boilers, electric vehicle charging points, integrated kitchen appliances (washing machine, induction hob, chimney hood, single oven and fridge/freezer), and off-road parking for all dwellings, with garages included in three plots. 
The development will benefit from expert input with ARP Associates providing engineering services and Ridge & Partners appointed as Employers Agent. The appointment of a building contractor is underway.

Former council building in Up Holland to be redeveloped into social housing

Tawd Valley Developments has secured approval for its housing scheme which will redevelop an empty former council building in Up Holland.

The scheme, at Hall Green Close, will transform the site into 12 one bedroom apartments for social rent. 
The former sheltered housing scheme will be demolished to make way for the homes. 

Managing director Mark Kitts said: "This consent goes to the heart of our mission to improve the quality, typology and tenure of housing in the borough of West Lancashire.

"The scheme offers a marked improvement in the built form and will add greater value to its setting. I’m pleased with the consent and we aim to begin work in Spring 2026." 

The development, designed by Paddock Johnson Architects, includes 12 parking spaces, with six of the bays including a 900mm access strip for the six ground floor homes, designed to help tenants with mobility issues.

The wider project team includes Drees & Sommers (employer’s agent), Shape Engineering (structural & civil engineering), Davies Partnership (building services) and TDS (infrastructure project management).

At a meeting of Full Council on Wednesday 16 April, the proposals for the Skelmersdale Masterplan were approved allowing this major long-term regeneration programme to move forward. 

The Masterplan outlines a long-term strategy to revitalise Skelmersdale, focusing on economic growth, better transport and community-led development. It will guide public and private investment over the next decade. 

The results of the six-week consultation were also presented to Councillors. A total of 2,886 people engaged in the consultation and 325 completed the survey. The results highlighted strong support for many aspects of the Masterplan, particularly around improving transport, public spaces and business opportunities. 

Although feedback was positive overall, there were some considerations from residents about aspects of the proposals. The agreed Masterplan has therefore been refined in response to public feedback, ensuring that the final version better aligns with community priorities while maintaining the strategic objectives.  
Changes made in response to community feedback include: improved accessibility and transport links including the relocation of the Concourse Bus station to street-level; enhanced investment in Tawd Valley Park and altering the Yewdale Residential Scheme to reduce the number of homes. 

Key to the plan is the development on the Glenburn site of around 400 much-needed new homes, critical to attracting and securing the public and private sector investment needed to deliver the Masterplan as a whole.  

While new housing is a key component of the Masterplan, the consultation highlighted public consideration around infrastructure capacity relating to healthcare, education, and transport.  
In response, the Masterplan will be delivered in phases, with the building of new homes aligned to continued discussions with health and education partners to avoid placing undue pressure on local services.  

The Masterplan also promotes a site for a new wellbeing and leisure hub and around 28,000 sq. ft of new commercial floorspace on sites identified along the new high street including new places to eat and drink and a centre for new small businesses to occupy and grow.  

The detail of individual schemes will emerge over time and the successful delivery of the Masterplan will rely on private investment and government funding to regenerate the town centre.  

Stakeholder engagement to ensure residents, businesses and other town centre stakeholders are consulted and kept informed will also provide a structured and sustainable approach to the delivery of the Masterplan.  

During the meeting, it was also agreed that Tawd Valley Developments Limited (TVDL), the Council's wholly-owned development company, would lead the project. 

TVDL will coordinate site preparation, infrastructure and public realm improvements, while disposing of plots for development in a phased manner. This will ensure that the Council retains oversight of regeneration, shaping Skelmersdale’s future while leveraging private investment. It also allows for flexibility, enabling development to adapt to market conditions and funding opportunities, while minimising financial risk. 

Councillor Melissa Parlour, lead member for Economic Regeneration and Green Growth, said: “The Masterplan is a realistic and deliverable plan that puts residents’ priorities at the centre. It supports our strategic goals while responding to what we’ve heard from the community. 

“A huge amount of work has gone into ensuring the Masterplan aligns with the Council's corporate priorities, the emerging Economic Development Strategy and the Local Plan, supporting investment, job creation and sustainable growth.  

“And with TVD at the helm, we can ensure residents’ interests remain at the heart of delivery while staying in control of the important decisions.”
